- Physically, a device translates your voice into network packets that are sent over an IP network... thus, VOIP stands for Voice Over IP. In most cases, these packets are sent to your service provider who then has equipment to translate those packets in to a phone call over the traditional phone network (assuming you are calling outside the network). If both people are on the same network, then the packets simply get routed from one phone directly to the other.
