- According to the National Telecommunications Committee, voip is totally legal in the Philippines, but carriers have to abide by the regulations on voip services. There are only a handful of local carriers who've been properly licensed by the Committee and if you go with one that isn't licensed, you may be breaking the law. I think you can contact the NTC about which ones are ok.
