What ISP can I get to also get a VOIP service?

Is there an moderately priced ISP DSL/Broadband provider that I can get out there so that I can start a VOIP account? Verizon has a monopoly in my area as far as I can see and they're screwing me as usual with costs & surcharges. So I would like to discontinue service with them & get seperate services. I live in So Cal/ 909 area code. Thank you to everyone so far. Maybe I didn't word my question clearly. I know how to get a VOIP, it's the internet service provider that I would need. See, I want to get rid of my Verizon land line. Which reasonably priced Internet Service Provider would I or could I get without a landline? Or other option would be a really cheap basic landline from a no-name company(but who?)

Skype has 2 different services SkypeIn (for receive calls)...the give you a real phone number so you relative can call you from their traditional wire/cell phones and if you wan to do calls you need SkypeOut...you can dial all US, al minutes inclusive . Both service for just $60.00 /Year..Calls betwen skype users are free (incoming and outgoing) no matter where...(all whole the internet). CONS...I think the dont provide 911 calls. If you don't want to use the computer to "talk" over the Internet..skype have a different of IPphones and Analog adapters(ATA's) at +/- $100.00...this is additional and just one time... You can see packet8, but this is more oriented to bussiness.
