Free VOIP service alternative to Skype?

I am looking for free VOIP service that allows you to dial to phone from your computer. Skype is exactly what I am looking for, but it blocks 1-877 numbers. Does anyone know a service that's as good as Skype (quality and reliability), but allows dialing to 1-877 numbers? Free is ideal but I don't mind paying a fee for a good service. Thanks!
